Clients can use resource packs locally. Server-enforced packs need a reachable pack URL and correct server.properties / pack settings for your Minecraft version.
Operational tips
- Host pack files on HTTPS when required by modern clients
- Warn players about download size on mobile connections

- Disable forced packs if they block new players from joining during incidents
